Buy ChatGPT Business: licences, invoice and VAT

ChatGPT usually reaches a company through one person's card, and by the time five colleagues pay $20 a month for Plus on their own, finance wants to buy ChatGPT Business properly.1 The questions that follow are always the same, namely who sends the invoice, whose VAT applies and who can close a seat the day someone leaves.

satori. sells ChatGPT Business on one euro invoice through satori-chatgpt and builds most of its own work on Claude, so we earn on either choice. Seat prices already have their own guide in ChatGPT Business pricing per seat, which leaves this page free for the purchase itself.

What does it mean to buy a ChatGPT licence?

A ChatGPT licence is a paid seat for one named person, either on a personal Plus or Pro subscription or as a seat on the Business or Enterprise plan.12 Business and Enterprise run on a workspace, meaning the shared company account where an owner buys seats, invites colleagues and removes them when they leave.3

Which buying routes exist for ChatGPT?

Three direct routes cover almost every company purchase, and each one fixes how the payment, the receipt and the VAT line look.

ChatGPT Plus or Pro on a personal card

ChatGPT Plus costs $20 a month, about €18, and Pro comes in three monthly tiers at $100, $200 and $500, each bought by one person with a card.14 The account and the receipt belong to that person, so the route suits one employee testing ChatGPT before the team joins.

    ChatGPT Business, self-serve by card

ChatGPT Business is the route most teams take, with a Standard seat at $20 per user a month billed annually or $25 billed monthly, about €18 or €22.5 A Premium seat costs $100 or $125, about €88 or €110, for five times the usage of Standard and no five-hour limit.6 New workspaces need at least two paid seats and stop at 200, and payment runs on a credit or debit card only.65

    ChatGPT Enterprise through OpenAI sales

ChatGPT Enterprise has no public price and is sold through OpenAI's sales team, which is the only direct route that offers invoicing and other payment options.2 It adds SCIM, meaning user accounts that open and close with your staff directory, and our ChatGPT Enterprise guide for Europe covers the rest.2

How do you buy ChatGPT Business step by step?

The menu names below follow OpenAI's help centre in November 2026, so check them against your screen if a label has moved.

    1. Sign up as the owner with a work email, because whoever completes checkout becomes owner, and only owners see billing and invoices.65
    2. Choose the seats and billing schedule, with Premium only for the two or three people who run ChatGPT Work all day, because added seats are charged at once.5
    3. Pick the storage region during checkout, where Europe covers the European Economic Area (EEA) plus Switzerland, although OpenAI is still rolling that option out.7
    4. Enter your VAT ID in the same checkout, because OpenAI then exempts the purchase from VAT, while an ID added later only reaches future invoices.58
    5. Invite the team from Workspace settings, Members, and check the seat count first, because an invitation neither buys nor reserves a seat.3
    6. Set a monthly credit limit under Workspace settings, Billing, because usage beyond each seat draws on prepaid credits and no seat has a limit by default.9
    7. Cancel the old Plus subscriptions, because joining Business neither moves chats nor ends a personal subscription, so each one keeps costing $20 a month.6

Getting eight people to open their seats every working day is the longer job, which ChatGPT training for teams covers from €280 per user for two hours, from 8 users.

Can you get an invoice for ChatGPT Business?

OpenAI's help centre states that invoice billing, bank transfer, purchase orders and payment terms are not available for self-serve Business, and support cannot convert a workspace later.5 Anyone who needs invoicing is sent to OpenAI's sales team for a contracted plan such as Enterprise.5

Every card charge still produces an invoice document, which a workspace owner downloads under Workspace settings, Billing, Invoices.10 Plus, Go and Pro users find theirs under Settings, Billing, Invoices, while an App Store or Google Play subscription keeps its receipt in that store's purchase history.10 A card invoice records a payment that has already gone through, so finance has no payment terms to match it against.

Who is the contracting party and who issues the invoice?

Customers in the EEA or Switzerland contract with OpenAI Ireland Ltd in Dublin under the OpenAI Services Agreement, while UK and other customers contract with OpenAI OpCo, LLC in San Francisco.11 Plus and Pro bought by someone living in the EEA or Switzerland also run through OpenAI Ireland, under the Europe Terms of Use.12 The agreement keeps fees exclusive of tax and uses the name and address on the account as the place of supply, so the billing address decides the VAT treatment.11 Check that the first invoice names the Irish entity and your company.

Does ChatGPT Business charge VAT to EU businesses?

A buyer in a VAT region can declare itself a business at checkout and enter its tax ID, which according to OpenAI exempts that purchase and later invoices from VAT.5 The reverse charge, meaning the buyer declares the VAT at its own rate and usually deducts it in the same return, is the EU rule for business services bought across a border.13 Your accountant books it like any other foreign software bill.

Timing is the trap, because a tax ID added after signup only reaches future invoices, and a reissue of an old invoice through support is not guaranteed.8 OpenAI may also remove a tax ID it finds invalid and charge VAT from then on, so copy the number from your VAT registration.8

Companies registered in Ireland buy from an Irish supplier, so the cross-border rule does not fit them and their accountant should confirm the VAT line. OpenAI's pricing page also shows a local currency in some countries, so check the currency at checkout before you set the budget.2

What do private Plus receipts do to the books?

Eight colleagues on private Plus accounts cost $1,920 a year, the same as eight Standard seats on annual Business billing, yet they produce 96 receipts instead of one annual invoice.15 Each receipt carries one employee's account, often without the company's VAT ID, and becomes an expense claim that someone checks and books by hand. The account also leaves with its owner, since no company admin can close it.

Where is the data stored when you buy ChatGPT Business?

Business lets the owner choose a storage region at checkout, Europe included, although the option is rolling out gradually and covers stored prompts and responses, not processing.7 A copy of every prompt and response still stays in the US for a limited time for abuse monitoring, whichever region you pick.7 New Enterprise and Edu workspaces can store content in Europe, and eligible ones add processing there too.14

OpenAI does not train on Business content by default, admins set how long chats are kept, and deleted chats leave its systems within 30 days unless law or safety requires longer.1516 Its data processing addendum, meaning the processor contract GDPR Article 28 requires, names OpenAI Ireland as the processor for EEA data.1718 The full GDPR check sits in is ChatGPT GDPR compliant.

Transfers from OpenAI Ireland to OpenAI companies and suppliers outside Europe run on the Standard Contractual Clauses, meaning the EU's model contract for sending personal data abroad.17 OpenAI did not appear on the EU-US Data Privacy Framework list when we searched it on 4 November 2026.19

The sums for eight people over a year

Worked example: the arithmetic below is our own, at the European Central Bank rate of 25 September 2026, 1.1403 dollars to the euro, and every satori. price excludes VAT.20

    Setup for eight usersFirst yearPaperwork
Eight private Plus accounts$1,920, about €1,68496 card receipts
Business Standard, annual billing$1,920, about €1,684One card invoice
Business Standard, monthly billing$2,400, about €2,10512 card invoices
Business Standard through satori-chatgpt€3,946 including €490 setup12 invoices in euros

Eight Standard seats at $20 a month for 12 months make $1,920, while monthly billing at $25 makes $2,400 and lets you drop seats at each monthly renewal.5

Can you buy ChatGPT Business through satori. instead?

satori-chatgpt buys the Business seats for you and invoices them in euros every month, which solves the one problem this guide keeps returning to, namely that Business otherwise runs on a card. The licence costs €22 for Standard or €110 for Premium per user a month, OpenAI's monthly list price in euros, plus our €14 fee per user a month and €490 setup.

Eight Standard seats therefore cost €288 a month and €3,946 in the first year with setup, against about €1,684 when you buy direct on annual billing. The fee covers adding and removing users, one invoice with your VAT number and a quarterly report on unused seats.

SatoriML AB invoices every customer from Sweden in euros, so send your VAT number before the first invoice, because a reverse-charge invoice has to carry it. EU business customers with a valid VAT number are invoiced without Swedish VAT under the reverse charge. Customers in Sweden pay Swedish VAT.

Pick Business Standard on annual billing at $20 a seat if finance accepts a card and a year's commitment, and pick satori-chatgpt at €36 per user a month if the company needs an invoice. Teams that would rather hand the seats and the invoice to someone else can book a free 30-minute call for a sum based on their own headcount.

When does Claude fit better than ChatGPT Business?

Claude Team lists at the same $20 or $25 a seat, and satori-claude costs the same €490 setup, €14 fee and €22 licence, so eight people cost the same €3,946.21 Price decides nothing here, while the place your files live decides a lot.

Claude Cowork works through files in a folder on your computer and writes finished documents back into it, which suits teams whose contracts and reports never left the local drive.22 ChatGPT Business is ahead on one point, since Claude Team has no EU storage setting and Anthropic stores commercial data in the US.23

The Claude side of this purchase, EU cloud routes included, is in buying Claude licences for a business, and every ChatGPT list price sits in ChatGPT pricing in Europe.

    Buying ChatGPT Business in short

Business at $20 to $25 a seat suits most teams from two people up, while invoicing takes Enterprise or a reseller and the VAT ID belongs in checkout on day one.5

Open last month's card statement and expense claims, search for OpenAI and ChatGPT, and list every name, amount and whether the receipt carries the company's VAT ID. In twenty minutes you have a seat list for Business and a monthly figure that you can set against $20 a seat.
