Buy Claude licences for business: seats and VAT

Claude usually arrives by accident: one person puts Claude Pro on a company card at $20 a month, and three colleagues want the same expense line once they see the results.1 Finance then asks how to buy Claude licences for the whole business, with one bill, the VAT right and one admin who can see every seat.
You get the four buying routes, the six steps from account to a live team, and the VAT detail that European finance teams usually discover on the first invoice. Every list price already has its own line in how much Claude costs on each plan, so this page sticks to the purchase.
What does it mean to buy Claude licences?
A Claude licence is a paid seat for one named person on one of Anthropic's plans, either a personal Pro subscription or a seat inside a shared Team or Enterprise organisation.2 Developers can skip seats and pay per use through the API, which bills each piece of text Claude reads and writes.
To buy Claude licences for a business therefore means four decisions: the plan, the organisation that owns the seats, the number of seats, and who pays and how. The plan decides most of the rest, which is why choosing between Pro, Team and Enterprise has a guide of its own.
Which buying routes exist for Claude?
Four routes cover almost every business purchase, and Claude Pro at $20 a month, or $17 billed annually, stays the right start for a company of one person.1
Claude Team, bought self-serve by card
Claude Team is the standard route, sold self-serve on claude.ai from 2 to 150 seats, and you can mix Standard and Premium seats in one workspace.12 A Standard seat costs $20 per user a month billed annually or $25 billed monthly, about €18 or €22, while Premium costs $100 or $125, about €88 or €110.1 Payment runs on a company card, since invoicing with payment terms belongs to Enterprise.1
The seat maths for teams of 5, 12 and 25 people sits in our Claude Team pricing guide.
Claude Enterprise, self-serve or through Anthropic sales
Claude Enterprise costs $20 per seat a month on annual billing, about €18, from a minimum of 20 seats, plus all usage at API rates, so the bill follows what your staff actually run.1 It adds audit logs, custom data retention and SCIM, meaning accounts that open and close with your staff directory.1 You can buy it self-serve or through Anthropic's sales team, although only the sales route brings invoicing with payment terms.1
Step up to Enterprise when a contract, an auditor or your data protection officer asks for one of those four things, since the models stay the same as on Team.
Claude licences through a managed reseller such as satori.
A managed reseller buys the same Claude licences, puts them on its own invoice in your currency and runs the admin and support around them for a monthly fee. Our own version, satori-claude, costs €14 per user a month on top of the licence, excluding VAT, and the full numbers come further down.
Claude API usage through Amazon Bedrock or Google Cloud
Developers who build Claude into a product or an internal tool can buy usage through the cloud account the company already has, without any seats at all. On Amazon Bedrock, Claude is sold through AWS Marketplace, Amazon's software store, and lands on your Amazon Web Services bill under Anthropic rather than Bedrock.3 Google Cloud charges it pay as you go on the same account that runs your other cloud services.4 That route needs a developer, and it suits a script that reads 500 supplier invoices a night better than a chat window for thirty staff.
How do you buy Claude licences step by step?
Say you picked Claude Team, the self-serve plan for 2 to 150 people, and someone with a company card is sitting next to you. The menu names below are the ones Anthropic's help centre uses in November 2026, so check them if the screen looks different.
- Create the organisation on claude.ai with a work email, which becomes the Claude business account that owns every seat and every invoice. Decide who becomes Owner, because only Owners and Primary Owners can buy seats and open the billing settings.56
- Choose the seat mix with Standard seats for most staff and Premium only for the two or three people who run Claude all day. Start lean, because added seats are charged at once for the rest of the period.5
- Add your VAT ID at checkout, in the optional Tax or VAT ID field that appears once you enter an eligible billing address, because that address decides your tax jurisdiction.7 A VAT ID added later under Settings then Billing, behind the Update button, applies to future billing cycles only.7
- Invite the team from the Members page in the organisation settings, with Add member for one person or Bulk add for a pasted list of email addresses.6 Pending invitations take a seat at once, even before anyone accepts, so revoke the ones that will never be used.6
- Set roles and access rules before people arrive, because invite links are on by default for new Team organisations and any member can then fill a seat you pay for.6 Team also includes single sign-on, meaning staff log in with their existing company account, so switch it on first.2
- Read the seat list once a month, because removing a member frees the seat but triggers no credit or refund, and a lower seat count applies from the next renewal.5
The purchase is the short part, while getting people to use Claude every day is the longer job, which satori-launch covers at €560 per user one-time from 8 users.
Does Claude charge VAT to EU businesses?
Claude prices exclude VAT, and Anthropic adds tax according to the billing address on the account, which it says determines your tax jurisdiction.17 The reverse charge, meaning the buyer declares the VAT at its own rate and usually deducts it in the same return, is the EU rule for business services bought from abroad.8 A VAT-registered business therefore enters its VAT ID at checkout and lets its accountant book the reverse charge like any other foreign software bill.
Timing is the trap, because Anthropic applies a VAT ID added after signup to future billing cycles only and states that completed invoices cannot be updated afterwards.7 An ID added in month four leaves three invoices to explain, so check that the first invoice shows your VAT ID before you file it.
Anthropic lists every plan in US dollars before tax, and its Team help page notes that pricing, currency and tax handling vary by region.12 Ten Standard seats billed annually cost $2,400, about €2,105 at the European Central Bank rate of 25 September 2026, and that rate moved from 1.1403 to 1.1179 by 3 November.9 Your bank converts a dollar charge on the day it runs, so a budget set in September reads differently by spring.
Customers in the European Economic Area, Switzerland and the UK contract with Anthropic Ireland, Limited, and the commercial terms state that fees exclude taxes unless the invoice says otherwise.10 A finance team that insists on a purchase order and payment terms has two options: Enterprise through Anthropic's sales team, or a reseller that invoices the seats.1
Where is the data stored when you buy Claude in Europe?
Buying Claude direct does not buy EU hosting, because Anthropic stores data from its commercial products in the US and Claude Team has no setting for an EU location.1112 Anthropic does not train on inputs or outputs from commercial products by default, which is the line most data protection officers ask to see first.13
The transfer to the US runs on Anthropic's data processing addendum with the Standard Contractual Clauses, meaning the EU's model contract for sending personal data abroad under GDPR Articles 44 to 49.1415 Our guide on what European companies need to know about Claude covers the wider compliance picture.
Teams that need processing inside the EU use a cloud platform, with EU cross-region inference on Amazon Bedrock, meaning a request sent from an EU region stays inside six EU regions.3 Google Cloud offers the EU multi-region endpoint, meaning a single address that keeps processing inside EU member states for the current Claude models.16 Both routes bill per use and need a developer, and which Claude models stay inside the EU has its own guide.
Buying direct from Anthropic or through a European reseller
Buying direct from Anthropic works well when someone in-house already runs single sign-on and user accounts, takes the support questions, and finance accepts a dollar charge on a card each month. For a ten-person team on annual billing that means $2,400 a year and no fee to anyone else.
satori-claude suits the team that would rather get one invoice in euros, direct email support from our own Claude consultants, and a quarterly usage report with three concrete next steps. It costs €490 once for setup, then €14 per user a month plus the Claude licence at €22 for Standard or €110 for Premium, all excluding VAT.
Worked example, ten users on Standard: €220 in licences plus €140 in fees makes €360 a month, after the €490 setup, on one invoice in euros. Our licence follows Anthropic's monthly list price of $25, so the extra you pay through us is the €140 monthly fee plus the €490 setup. Against annual billing direct, a Standard seat at Anthropic costs about €4 a month less.
satori. invoices every customer from SatoriML AB in Sweden, in euros and excluding VAT, so send your VAT number before the first invoice because a reverse-charge invoice has to carry it. EU business customers with a valid VAT number are invoiced without Swedish VAT under the reverse charge. Customers in Sweden pay Swedish VAT.
satori. is an independent company that sets up Claude for European teams, and every price we charge sits on a published list in euros. The full ten-user comparison against buying direct, year one included, is on Claude pricing in Europe. Teams that settled on OpenAI instead find the same purchase walked through, from the card to the reverse charge, in our guide to buying ChatGPT Business licences.
Buying Claude licences in short
Four decisions settle the purchase: the plan, the organisation, the seats and who pays, and Claude Team at $20 to $25 a seat suits most businesses from two people up.1 Pick Enterprise when an auditor needs logs or finance needs payment terms, and add the VAT ID at checkout, not in month four.
Teams that would rather hand the seats, the invoice and the questions to someone else can book a free 30-minute call and get the sum for their own headcount in euros.
Open last month's card statement and expense claims, list everyone who already pays for Claude Pro on their own, and star the two or three heaviest users you know of. In fifteen minutes you have a seat list for Team, with the starred names on Premium at about €110 a month and everyone else on Standard at about €22.

Frequently asked questions
A Claude licence is a paid seat for one named person on one of Anthropic's plans: a personal Pro subscription, or a Standard or Premium seat in a shared Team or Enterprise organisation. Developers can also skip seats and pay per use through the API, either with Anthropic or through Amazon Bedrock or Google Cloud.
A Claude Team Standard seat costs $20 per user a month billed annually or $25 billed monthly, about €18 or €22, and a Premium seat costs $100 or $125, about €88 or €110. Enterprise costs $20 per seat a month on annual billing, from 20 seats, plus all usage at API rates. Every list price excludes tax.
Create a Team organisation on claude.ai with a work email, pick the Owner, choose the mix of Standard and Premium seats, add your VAT ID at checkout, invite the team from the Members page and set roles before people arrive. After that, read the seat list once a month, because removing a member does not lower the bill.
Anthropic's list prices exclude tax, and the tax on your invoice follows the billing address on the account. A VAT-registered business enters its VAT ID at checkout or later under Settings then Billing, and a later change applies to future billing cycles only. Under EU rules a business buying a service from abroad usually accounts for the VAT itself under the reverse charge.
Not on Claude Team, which is paid by card. Invoicing with payment terms comes only with Enterprise bought through Anthropic's sales team, from 20 seats. A managed reseller such as satori-claude invoices the seats in euros instead, for €490 setup and €14 per user a month on top of the licence, excluding VAT.
Claude Team runs from 2 to 150 seats, and you can mix Standard and Premium seats in one workspace. A company of one is better off on Claude Pro at $20 a month until a second person joins, because the shared billing and admin console only start to matter with two users.
Direct suits a company with someone in-house who runs single sign-on, user accounts and support, and a finance team that accepts a dollar charge on a card. Through satori-claude you get one invoice in euros, direct support and a quarterly usage report for €14 per user a month on top of the licence, plus €490 setup, all excluding VAT.
