ChatGPT in Europe: what businesses need to know

A finance lead who searches for ChatGPT in Europe has three questions before signing off a seat: whether it works here, how well it writes the team's language and who sends the invoice. The short version is yes in all 27 EU member states, with prices in US dollars, a Business plan paid by card and a storage option that stops short of processing.¹²³

ChatGPT in Europe works in every EU country

OpenAI's list of supported countries names all 27 EU member states, plus Iceland, Liechtenstein and Norway from the wider European Economic Area (EEA), Switzerland and the United Kingdom.¹ Business customers in the EEA or Switzerland sign the OpenAI Services Agreement with OpenAI Ireland Ltd, while customers elsewhere, the UK included, sign with OpenAI OpCo, LLC.⁴

OpenAI's European offices opened in London in June 2023, Paris in November 2024 and Munich in May 2025, next to the Dublin headquarters, which had more than 50 staff by November 2025.⁵⁶⁷⁸

European customers named in OpenAI's own announcements include Sanofi in France and Zalando in Germany.⁶⁷ The clearest case is the Spanish bank BBVA, which rolled out 3,300 ChatGPT accounts in May 2024 and grew to 11,000 employees saving nearly three hours a week.⁹ In December 2025 the bank agreed to roll ChatGPT Enterprise out to all 120,000 employees in 25 countries.⁹ Since those figures come from OpenAI's announcement rather than an independent audit, your own pilot still has to show the number.

ChatGPT in Europe: what still differs from the US

A ChatGPT Business owner can pick a storage region outside the US at checkout, which covers stored prompts and responses but not the place where the model processes them.³ Billing is the second difference, because self-serve Business takes credit and debit cards only and sends anyone who needs invoices to OpenAI's sales team.²

How good is ChatGPT in European languages?

Language scores for ChatGPT come from MMLU, meaning a multiple-choice knowledge test that professional translators turned into 14 languages for the safety reports OpenAI publishes with its models.¹⁰ OpenAI's newest per-language table came with GPT-5.2 on 11 December 2025, and its five European rows follow.¹⁰

Each figure is the share of questions answered correctly, and the report prints no English score, so the table cannot be compared with Anthropic's, which states each language as a share of English.¹⁰¹¹

Newer reports for GPT-5.5 on 23 April 2026 and GPT-6 Astra on 3 September 2026 carry no language table, which means these scores describe older models.¹²¹³ Dutch, Polish and Swedish are not in the test, and we found no OpenAI figure for them on 4 November 2026.¹⁰

ChatGPT's interface runs in 22 of the 24 official EU languages, all except Irish and Maltese, and it changes when you pick one under your profile icon, then Settings, General, Language.¹⁴ Test it on your own text with this prompt: "Here are my notes from last week in Dutch. List three decisions and five actions with an owner each, and mark every sentence you are unsure about." Count the lines you correct before the text can go out, because that count tells you what a test average cannot.

What does ChatGPT cost in Europe, and who invoices it?

OpenAI lists its plans in US dollars, while its pricing page shows a local currency in some countries, so check the figure at checkout.¹⁵¹⁶¹⁷ The euro figures below use the European Central Bank rate of 25 September 2026, 1.1403 dollars to the euro.¹⁸

Business starts at two users and suits teams of 2 to 200, with Standard and Premium seats mixed in one workspace, while Premium raises the usage allowance and drops the five-hour limit.¹⁶²⁰

VAT is handled at checkout, where a company declares itself a business and enters its VAT ID, which according to OpenAI exempts that purchase and future invoices from VAT.² Under the reverse charge, meaning the buyer accounts for the VAT instead of the seller, your company then declares it in its own return.²¹ Every step from seat count to a correct first invoice is in our guide to buying ChatGPT Business licences.

Through satori-chatgpt we buy the Business seats and send one invoice in euros, which prices the licence at €22 per Standard user or €110 per Premium user a month, excluding VAT. On top come €14 per user a month for user admin, workspace configuration and a quarterly usage report, and €490 once for setup. EU business customers with a valid VAT number are invoiced without Swedish VAT under the reverse charge. Customers in Sweden pay Swedish VAT.

A worked example with our own arithmetic: ten people on Standard seats pay €490 once and then €360 a month, which makes €4,810 in the first year including setup. If you buy direct on annual billing, the same ten seats cost $2,400 a year, about €2,105.²

GDPR and where your data goes

OpenAI acts as your processor on ChatGPT Business and Enterprise under its Data Processing Addendum, or DPA, meaning the contract that Article 28 of the GDPR asks for.²²²³ Customers in the EEA or Switzerland sign it with OpenAI Ireland Ltd, and OpenAI does not train its models on Business or Enterprise data by default.²²²⁴

Transfers from OpenAI Ireland to OpenAI companies and suppliers outside the EEA run on Standard Contractual Clauses, meaning the model contract that the EU wrote for sending data abroad under Articles 44 to 49.²²²³

The Data Privacy Framework list, meaning the US register of companies certified for EU transfers, showed no OpenAI entry when we searched on 4 November 2026, while Microsoft was listed as active.²⁵ A transfer to the US therefore rests on the clauses plus your own written assessment, which our ChatGPT GDPR guide walks through step by step.

The European Data Protection Board's ChatGPT taskforce noted on 23 May 2024 that the model may produce biased or made-up output, so a person still checks any answer about a named individual.²⁶ OpenAI Ireland Limited has been OpenAI's single EU establishment since 15 February 2024, so a lead authority in Ireland handles its cross-border GDPR cases.²⁶²³

ChatGPT vs Claude for a European team

Checked on 4 November 2026, the two line up like this on the points an EU team asks about.

ChatGPT is ahead on two rows, because its interface covers 22 EU languages against six on Claude and a Business workspace can keep its stored content in Europe. That option still keeps a US copy of every prompt and response for a limited time and leaves processing out, which ChatGPT Enterprise adds for eligible customers.³²⁸

Claude instead of ChatGPT: when it fits

Claude fits first when data must be processed inside the EU through an API, since EU cross-region inference on Amazon Bedrock or the EU multi-region endpoint on Google Cloud keeps it there.³⁰³¹ Those are developer routes billed per token rather than a chat window for staff, which is why the point goes to ChatGPT Enterprise for a chat app with processing in Europe.²⁸

Are there ChatGPT consultants or a partner in Europe?

OpenAI launched its partner programme, the OpenAI Partner Network, on 14 June 2026, with $150 million in support and a goal of training 300,000 certified consultants by the end of 2026.³³ Partners climb three tiers, Select, Advanced and Elite, while the launch group included Accenture, McKinsey and PwC.³³

ChatGPT in Europe: the short version

ChatGPT works in all 27 EU countries on every plan, offers its interface in 22 official EU languages and contracts through OpenAI Ireland for customers in the EEA and Switzerland.¹⁴¹⁴ The gaps sit in processing, which only Enterprise and Edu keep in Europe for eligible customers, and in card-only billing on Business, which a euro reseller removes.²⁸² Pick Business direct at $20 a seat billed annually when a card will do, or satori-chatgpt at €36 per Standard user monthly plus €490 once for a euro invoice.
